[...] In the past few days another release of the system was made so the CVS repo was updated. We copied that over and tried running the conversion and got the error:

ERROR: The command 'cvs -q -R -f -d c:\\cvsroot-copied-old co -r1.1.1.1 -p cvsroot/comp/project6/src/metadata/systemx.jnlp' failed with exit status=1

and the following output:

cvs [checkout aborted]: Couldn't open default trigger library: No such file or directory

The original error is what the first error message says; cvs2svn tried to run the command

cvs -q -R -f -d c:\\cvsroot-copied-old co -r1.1.1.1 -p cvsroot/comp/project6/src/metadata/systemx.jnlp

and the command didn't succeed. This is a command that you should be able to type into a command window. It is supposed to write the contents of a particular revision of a particular file to stdout. Fix your configuration so that the command runs manually, and then cvs2svn should also work fine.
