It also say, right above that, on page 6:
"simply start the Gem documentation server (using the command gem_server)"
Which does what you want.

I know about http://api.rubyonrails.com/ and use it. (It ain't pretty). So don't just say that. But if you know what they're talking about, let us know. I'm on Windows XPSP2.
