You don't get any benefit under 2.2.x but 3.0 does have support for them.

Yes with the wfd driver.

3) Does FreeBSD work with the Matrox Millenium II PCI Video Accelerator?

FreeBSD works with anything that supports text mode. XFree86 does have a server for that card for use under XWindows.
