No good. Its locked /dev/cue15 (on a Stallion panel). Nothing obvious in /dev or any of the infamous lock directories....
Which of the infamous lock directories? I'd be thinking about something under /var/spool/uucp. If there's nothing there, it might be time for ktrace.
