Not necessarily. Let's say the subdirectories contain 2 projects. Then, if you issued a sync command, both projects would be updated. What if you only wanted one project updated? I don't think this is a good idea, but I can see it happening, especially if the two projects shared a subset of files.

hello everyone, is there a way in Perforce to create a "project set" from multiple directories in the tree such that when a user sync's his root level directory all other directories that the project is dependant on also get sync'd to the client? This would eliminate the user having to sync each directory separately and insure the user always have the latest code.
