Well, without having read the changelogs I can't imagine anything having changed for 4.0.13 to 4.0.24, that would break compatibility with applications.

I believe that newer releases in the 4.0.x series only contains bugfixes and maybe minor feature enhancements etc. thus interpreting your requirements for any given project to e.g. mysql 4.0.13 or later...
