What sort of settings should I look for?

Tough for me to say, since I'm not familiar with the the Radeon cards. Even in my nVidia control center, they weren't called 'OpenGL' settings. (In fact, OpenGL isn't specifically referenced anywhere.) But if you find anti-aliasing, anisotropic filtering, etc., those are OpenGL settings.

On my nVidia, I disabled the 'nView' settings, which allowed me to make specified windows semi-transparent. (I didn't find much use for it anyway.)

If I had a Radeon, I'd look for a community forum. ATI may support a forum at their website.

You might also try accessing the Google SketchUp Help Center (full dump)...

...and use your browser's find-on-page search feature to look for occurances of 'display properties'

They suggest a few diagnostic tests to get SketchUp to up-and-running. Most recommendations have to do with 'hardware acceleration.' Most people can get their computer to display SketchUp with 'hardware acceleration' turned off, but it's real slow. It's actually meant to be only a diagnostic test, not a permanent operational mode. But it may get you started. If you can get it to display, at least then you'll be able to access the SketchUp preferences settings for OpenGL.

I wish I could provide more specifics. Perhaps someone else who has a Radeon card will post to this thread.
