If for some reason you aren't installing speex to /usr (e.g., you don't have permissions to), you may have trouble convincing libjingle that it should have speex support. This is due to an error in the configure.ac file, which in turn generates an incorrect configure file. The value you pass with --with-speex parameter is used incorrectly.
