We probably need to have a meeting on this then. The spec is in public review until the 23rd, so this could be entered as a public response and then would have to be changed and enter another draft period. Or, we could roll this into the next version.

I suspect we probably did, but now realize that for already published manuscripts, preserving a hardcoded db:toc can be extremely attractive, as getting DocBook-XSL to generate exactly what you want can be trying.
