As to the selection of a target for a normative reference, it matters a lot whether the "normativeness" relates to specific content in a target document, or just "whatever that document might say at the time of your reading it..." Creating the citation should make it clear what's intended.

Thanks for your comments.

In this case, TMX is a non-normative reference and if we point the link to TMX's home page, we will be consistent with the reference to SRX, the other standard from LISA mentioned in our specs.

The only relevant reference to a given version of TMX says:

"At the time of this document's authoring, TMX 14b does not support <g> and <x/> inline tag equivalents."

This reference will be obsolete when the new version of TMX is finally released, so I don't expect any problem if we point to TMX's home page instead.

FWIW, current link points to the latest version of TMX, not to a specific version of it.
