First of all, I assume that I am misunderstanding, you are not trying to send an email to Liam@216.33.148.171 but to a domain whose MX that has that IP, right? Because, AFAIK, you can't send and email to an ip address.

I'm far from being an expert on courier but a few things to check might be:

1. Can you login to a telnet session to port 25 and manually send an email? 2. what domain do you have in courier/me? 3. can you send an email to that domain from hotmail? 4. Are all of your virtual domains in courier/hosteddomains/yourfile 5. They are also in courier/esmtpacceptmailfor.dir/yourfile (On both 4 and 5 the domains should be in lower case. They are not IP's.) 6. You have run makehosteddomains and makeacceptmailfor and the domains are present in courier/hosteddomains.dat and esmtpacceptmailfor.dat ? 7. a netstat -a shows an smtp deamon. 8. There is no other smtp service but courier?

That is all I can think of right now and you have probably done all of it, but maybe something slipped through the cracks.
