This is not really an ODF fileformat problem, this is more a problem that the implementations of the format should address. In particular, I know that KSpread is implementing the full spec and is also combining it with a scripting language to access the cells from a set of different languages. Python, Ruby and Javascript are already available in the development version.

This and your post about distinct values seem to be much easier implemented using such a script.
