Not quite what I had in mind but you pointed me in the right direction to look.

I have now installed a .courier-default file in /usr/lib/courier/etc/aliasdir and this works fine.

mail to unknown-user@localdomain now gets delivered to the account specified in .courier-default instead of getting rejected.

Yes. See the "alias@hosteddomain" option in the man page of "makehosteddomains".
