No, that's not true. Google Talk is capable of speaking to *ALL* Jabber users, whether or not they're using Google Talk's Jabber server.

In the future Google Talk will be able to speak to American Instant Messenger users (not a popular program in India). Plus, those other email accounts do not have built in Messenger's.

Odds are, this won't happen because Google Talk is interested with interoperability with anyone, whereas AOL (of AIM and ICQ) and Microsoft (of MSN and Yahoo Messenger) have already said that they are not interested in interoperability. You can use Jabber transports with Google Talk if you use a client other than Google Talk with your Google account.
