Nothing more, nothing less. If the mail delivery agent cannot determine what the local mail account is, the logical conclusion is that it's due to a local system misconfiguration of some sort; hopefully a temporary one.

Why not leave it to the MTA to treat EX_NOUSER as a temporary or permanent error as appropriate?

Because it's not the MDA's job to determine if the recipient exists, or not. It's the mail server's job to do.
