I have NOT read Yaron's doc in details yet. Still allow me to put my 2 cents to your questions related to ServiceRefType.

AYIU: Yes.

My expectation is that we will walk through the document at the F2F, discuss the various design decisions contained within the document, hold votes to decide how we want to resolve those decisions and hopefully leave the F2F having decided as a group what all of our major 157 design points are.

I can then work with whomever is interested to write actual spec language incorporating the group's design decisions and then we can vote on that final language.
