In addition to putting in legitimate Developer and Application tokens
(which it sounds like you've done) you need to make sure that you're
specifying the email and password of a real AdWords account (either an
MCC account if you plan on specifying the clientEmail header, or a
normal AdWords account if you don't). This will be different from the
email and password that you used to access the Sandbox.
