Per-user Bayes databases and .cf files are possible. Hmmm ... If one has
TB of disk space to play around with - Bayes databases can get large.

Isn't it standard to score emails from within your MTA, so that
the only thing that maildrop has to do is put the email in the
proper folder?
System-wide Bayes database and .cf file. *Though* with Scott Diers'
latest LDAP patch and with SQL, users can be given certain very
important preferences that they can change if the mailadmin lets them
(e.g. with php/LDAP). The Bayes database is still system-wide, though.
I wish it were remotely possible to think about doing something like
that. I can't imagine how slow this box would become if I through SQL
queries into the mix :-)
Also, MUAs such as Ximian's Evolution can use individual SA MDA
configurations.
Yeah, I wish I could convince them to use client side filtering so the
mail server could get back to serving mail, but that's not going to
happen either..
It is a frustrating situation to be put in - stuck between a rock and a
hard place with it not being my machine.. He wants SPAM filtering, he
doesn't want to upgrade the hardware, but still wants everything to run
like lightning..
