I've been extremely happy with Courier and your position on this really surprises me.
Requiring two or three attempts to deliver to hotmail.com will not bring upon the end of the world, and civilization will not come to an end, but having a plugged queue when hotmail.com goes down (even if mostly mitigated by per-domain rate limits) is a bit more serious. Furthermore, if there's steady traffic to a domain, then once a connection is established all mail traffic will be carried across an existing SMTP session, sidestepping the whole issue.
Sam,
Why don't make it an BOFH option ? with a default to the current behavior. As you are usually extremely RFC compliant, I don't see why you should not be so here.
