I have been looking at the maillog file and I see that the connection is made by the other SMTP server but that's all that is log. Is there a way to raise the log level to help me troubleshoot this problem?

If you're not seeing errors, then courierd probably isn't running. Check the output of 'ps' for courierd, and see if there are files in /var/spool/courier/msgs and /var/spool/courier/msgq. If the files are there, then submitting messages to the queue is working, and you should figure out why courierd isn't running, or isn't processing them.
