'p4 obliterate' isn't tied to a particular client. It removes the file(s) from the depot and removes all references to it/them from the metadata.

Is there a 'Perforce Concepts' type document available? I've been having a look at the various guides in the 'Documentation' section, but they seem to think that you know the way Perforce does things and are just looking for the correct commands.

There are a lot of them, in the "White Papers" area on the Web site.

I usually suggest that people read the "Best Practices" white paper, the User's Guide, and the Command Reference. Once they're oriented they only need the Command Reference.
