Why couldn't you just bundle the JARS with your app? This shouldn't violate the license, and in the case where you want to run your app without an internet connection it is necessary.

Internet connection is required to run our app - all the data is online.

So you could package the jai_imageio.jar and clibwrapper_jiio.jar along with the native libs (in a jar file) and deploy that via webstart.

Nice if Sun can do this - they do it for JAI already. It makes sense that the
people who maintain and upgrade it should expose it. I take your point though
