This means that courier-authlib is not properly installed.

courierauthconfig is installed by courier-authlib.

$ ls -l /usr/bin/courierauthconfig -rwxr-xr-x 1 root root 6176 Dec 8 19:50 /usr/bin/courierauthconfig

If you are using RPM, it's installed by the courier-authlib-devel subpackage.
