Yes, is very hard to imagine that environment variable is the cause for arising the CPU usage behavior.

I did the set of TZ=US/Eastern on Win2k Server and get the 50% CPU usage (my machine is dual processor) only when the server is started as standalone, as service the server has the normal CPU usage.

Anyway I will try to catch what is cause and find a fix for.

My TZ setting is: TZ=US/Eastern His setting was: TZ=EST5EDT
