The mail queue doesn't matter to maildrop, and /var/spool/mail has never been used for a queue (sendmail uses /var/spool/mqueue).

I get the message:

...is a hint the path is wrong.

You shouldn't. You need to tell maildrop where the mailboxes are supposed to be, not where the queue is.
