No, there isn't. You can set global permissions for all users by setting permissions for the anonymous/everyone user.

No. Everyone is one big happy family. You can, however, create individual subsets using groups. It might be possible to implement domain defaults by permissions by a roundabout way of putting everyone in the same domain in one group, and setting anonymous permissions.
