I have considered (and am in fact putting together pieces in my head) using DocBook in combination with some other things for something similar.

Currently I am planning on using DocBook, Make (files), SSI and possibly a few other shell level things to manage a website / blog (if you will) for my self. In short, I'm trying to use (what I consider to be) the best tool for the job.
