You don't need to allocate a specific user to run backups.

Anyone can run pd4 -jc on the server.

It is handy to have an additional user to run review demons, etc. - and perhaps to have a "super user" account. As Steve says, you can fill in a form and Perforce will issue one.

I have a license dedicated to administrative purposes and use that for backup
checkpointing. That keeps the administrative separate from any day-to-day use.
