Umm, I've been able to use Outlook 2000 to create new folders. (as a matter of fact, that's how I did create all of my subfolders). Make sure though that you're creating the subfolders under the Inbox folder AND that you have your root folder blank.

Bit like trying to create a directory called '..' or 'test\dir' I suppose... ;-)
