I highly doubt it. That's an interesting question, though. If I understand you correctly, you're wondering that since broad matches are actually implemented as *expanded* broad matches, does the same kind of logic apply for negative matches? IOW, are negative matches actually expanded negative matches. No way to know for certain but I haven't seen anything to indicate that's the case and I imagine it's not the case for this simple reason: It is not in Google's interest. ;-)
BTW, are you aware of embedded matches? You can combine exact or phrase matching with negatives:

Google will show ads for 'Pop' too. If I enter a negative broad like, 'Soda', will google specifically not show ads for 'Pop' too?
