Ok, I think I have it solved now. In reading about qrsh and it's default
options, I found out that qrsh doesn't use a pty shell by default, however
qlogin does. Interestingly enough, qlogin has the desired operation.

So invoking qrsh with the -pty yes option gives me the ability to pause my
simulation and restart it using Ctrl-c.
