This is what $APACHE/cgi-bin and its contents look like:

drwxr-xr-x 2 www www 512 Aug 8 04:18 cgi-bin

cgi-bin: total 13 -r-sr-xr-x 1 www www 12440 Aug 8 04:35 webadmin

Wrong. Those weren't the permissions that webadmin was installed initially with. webadmin must be owned by root.
