Major build toolchain upgrade for all packages. All source code got rebuilt with gcc 3.2; and the toolchain is upgraded to autoconf 2.53, automake 1.6.3, libtool 1.4.2, and gettext 0.11.4 (where applicable). Right now the additional bloat is quite noticable; hopefully repackaging with bzip2 will help somewhat.

It's important to test this build thoroughly, mostly because of the toolchain upgrade. Essentially, all configure scripts and Makefiles are new. Everything appears to work, but not after I caught and fixed a couple of autoconf/automake macros that slipped up; there might be one or two oddball situations which slipped through the cracks.
