I am actually not quite sure (not a proxy expert), but when i fixed the issue for .NET 2.0 runtime, i came across a couple of proxy repors. The problem seems to be that some proxies don't honor the keep alive request correctly.

To try this, you could just change the .NET or JAVA libs to switch keep alive off? Just to figure out if that is the issue?
