Easiest way... Get the URL on an HTML form and then pass the user input to perl script that will parse the URL and ensure that it's properly formed and then append that to the file that keeps the white list.

no because it wil install many thing that we don't need, we first want to find some thing simple and if we don't find anything we are going to use webmin
