As mentioned in devel, this is now fixed.

For the latter I say if feasible since I dunno how to implement for associate to
New Issue. The value is "new" in the dropdown, so you probably just type it,
but...
Should the regular users know this and type "new"?
Done as well. You first choose "new" or "existing" from a dropdown and if
'existing' then
enter the issue ID in a text field.
