google-sharp (aka Mono.Google) is a C# implementation of the PicasaWeb GData API. Find it on http://svn.myrealbox.com/viewcvs/trunk/google-sharp/

This is the binding used in F-spot (http://www.f-spot.org)

I made a home-brew Picasa API, but it could only read album and pic info. Once I heard about the Google Picasa Data API it made me excited.
