What is a general method for one to take a transit agency's stop- oriented data and convert it to a trip-oriented format?

For example:

Route A Stop A 05:00:00, 05:35:00, 05:45:00, etc. Stop B 05:00:00, 05:04:00, 05:59:00, etc. Stop C 05:08:00, 05:12:00, 06:07:00, etc.
