procmail limits the maximum number of people to the maximum characters handled by the shell. I was wondering if maildrop does it differently.

I'm not aware of any limits however maildrop is really not a great tool for maintaining a mailing list (your using a hammer to put in the screw...) I would recommend you look at either Courier's built in mailing list software or mailman.
