I also need help regarding this. Actually I had tried the same using Java. (Detail at this place: http://cyberneticz.blogspot.com/2006/09/migrating-to-blogger-beta.html)

However, I am also not able to programmatically change the date's and time's. And when I am trying to change them manually, the changes are not reflected in URLs..(i.e., the 20yy/xx part of the URL)
