Aside from that, this is exactly how section 4.8 of RFC 2646 says paragraphs are to be encoded.

If Thunderbird cannot display this correctly, it's a bug in Thunderbird.

I would be inclined to agree except that Thunderbird, mail.app, and Eudora all exhibit this behavior. I still believe that the user's intent isn't being encoded correctly.
