I have validated all of the schemas (or schemata), individually and collectively, using XMLSPY. That means I tested all of the schemas/schemata including the included/imported schemas/schemata as well as the EDXL Common Reference, Types and individual message schemas/schemata which use those external schema, such as CIQ and geo-oasis.
So I am satisfied that our work will stand up to testing. The zipped group of schemas (schemata) can be found at: http://www.oasis-open.org/apps/org/workgroup/emergency/download.php/23014/EDXL-RM-SchemasAndExamplesV1.zip
There is one thing that concerns me. In the specification Appendix A it says that "Schemas included in Appendix A are for reference only. The normative schemas can be found at http://docs.oasis-open.org/emergency/edxl-rm/v1.0/cd01/schemas/
However, checking that URL resulted in a "Not Found" screen. I believe assembling those schemas/schemata at that URL is something OASIS will do once we finish our submission, but I thought i should mention it because it would be a bad thing for the public to check that URL and reach a Not Found message.
I can post a notice of the EDXL-RM Public Review to the Ontolog Forum http://ontolog.cim3.net/, which provides at least one well-regarded publicly-accessible mailing list.
I have read the correspondence thread below, and I can vouch for this specification as co-chair of the Emergency management Messages and Notification Subcommittee.

We referenced docs that existed in the public space already...Tom linked to those.
I have validated the reference schema - it is hard without first localizing some of the additional external schemas it uses...but it is correct. I do agree however that it would be better for Rex or Tim to make this statement.
I have absolutely no ideas on the mailing list - I'm not sure I really understand the intent...

Where exactly are the final files for me to reference in the submission to Mary? I saw the zip attachment to her message but are these in our doc repository? I usually provide her the link on the TC docs for each of the required pieces: .doc, html, pdf, xsd, etc.
Can you provide me a statement that the schema is valid? Maybe this should come from Tim or Rex as co-chair of the SC.
Also, any ideas of what "publicly-accessible mailing list we can announce this in? This is apparently a new requirement of the process as of March 1, 2007 - sigh

Lee, there were still a couple of problems with the files you sent - I think I wasn't very clear with some of my instructions, and some of the TC URIs didn't actually point to documents, so I've gone ahead and fixed everything and generated new PDF and HTML files. I'm sending them back to you for your okay - it's always good to have another set of eyes to review everything to make sure nothing got messed up. If everything looks good, just have Elysa send me a note saying we're good to go. There are a couple of other pieces needed just to tidy up the paperwork:
- a statement from Elysa certifying that the schemas are valid, and - any known publicly-accessible mailing lists that I should include on the review notification (this is a new requirement in the TC Process as of 1 March)
I'd love to get this announced tomorrow if you folks can find the time to check it over.
