In SketchUp, there are construction points and construction lines. That scripts add a construction point, what you asked for in your first paragraph. However, I did not read your second paragraph thoroughly enough.

Therefore, perhaps you want add_cline. (class ConstructionLine)

Or, am I still not following you correctly?
