Because you haven't wrote it yet. It's not like it's a closed standard.

Why not allow voice chatting through browser maybe even in Gmail.
History has shown Google doesn't want to do anything too far beyond what the W3C standards allow when it comes to web browsers. http://www.org/ (yes, it's a real address)
Also, we want free phone numbers like AIM Phoneline.
You're welcome to start your own server with a Jingle to Plain Old Telephone System transport. If you do that, please be sure to post about it on jdev and release your source for the transport, too, since I'm sure others would like to get in on that as well.
I also heard mention of DTMF over Jabber a while back on Standards JIG, so someone's trying to figure out how to get a consistent tone communicated while still maintaining low bandwidth.
