The issue as I've understood it in the past is that attempts at a CC to P4 conversion have been so slow, due to CC's speed, that people have just abandoned them. There is also the potential for a large amount of metadata in CC that won't translate to P4, but most sites do not use it that aggressively. Triggers are the most often used feature that could give the conversion problems.
