I'm talking about the code which would repoint the installer at an international site if doing a net-install and choosing crypto, and USA_RESIDENT selected as NO.

Hey, I documented the feature..you mean that's not enough? :-)
So basically if you install FreeBSD 4.1 RELEASE from the binary installation
(like the one mirrored in Australia), and you want crypto you have to be a US
resident. Otherwise you have to install the RsaIntl package afterwards?
Surely this can't be right...
