No, it doesn't exist. This is a feature I have been asking for for a while. (Does that sound right...?) They added the capability to modify jobspecs in 98.1, and I would like to see the same thing for changelists. You're not alone in your requests for this feature.

Agreed, it would be a nice built-in capability, but one way to implement this (as we do here) is to spoof it by having your users all set P4EDITOR to point to a program of yours that customizes the forms sent by Perforce.

Having all users do anything means there will be a lot of problems with consistency. A server side configuration is more robust by far. It would be nice to have a server side configuration for almost everything, like turning off polling of the server for updates, etc.
