This is a new version of the delegation draft. Only minor changes this time. Some corrections of minor errors I have noticed over time. Added description of the <Decision> element. The element was already there, but not described. I updated the section on the "access permitted" function to contain the text that Hal Proposed on the list. Disallow trusted issuer to issue negative administrative decisions, since we decided to not support negative administrative policies.
