I've tried to make 0.34 on FreeBSD 4.3 and got the error:

Making all in rootcerts gmake[1]: Entering directory `/usr/local/src/courier/rootcerts' gmake[1]: *** No rule to make target `all'. Stop. gmake[1]: Leaving directory `/usr/local/src/courier/rootcerts' gmake: *** [all-recursive] Error 1

Looking for Makefile in this directory shows that it wasn't created at all. Configure flag --without-certdb helps to override error, but I suspect something is wrong in main Makefile or configure...

BTW, BSD make works perfectly on all targets excluding install-configure.
