Just one more thing to consider:

It's quite possible to have a repeating event which should repeat according to the timezone an locale which differs from the calendar default.

For example I might have a status reporting call with my manager in San Francisco at 8:00 am her time every Friday. I'm based in the UK so my default timezone/locale is GMT Dublin, Lisbon, London. However I want to call my manager at 8:00 am San Francisco time every Friday. This means that the start time I see should be the time in London which is 8:00 in San Francisco. If San Francisco does not go to daylight saving on the same day as London then there will be time in my diary when I need to make the call an hour earlier or later until the two cities get back in sync. I.E the daylight saving adjustments have to be the San Francisco ones.
